Online Submission Systems

I think Clarkesworld and Fantasy Magazine use the same one. Anyone else notice that? Comments on it? On the Clarkesworld website they said that if you get a rejection to not submit another piece for another week. If they use the same system would it make a difference if you submitted to the two different magazines?
